According to the daily Vecernji List, the incident happened on Saturday when the football player parked his car in a spot reserved for taxis.
While Biscan was away the taxi driver called the municipal services for the car to be towed and when the player returned and found his car being removed he got into an altercation with the taxi driver, allegedly hitting him on the head several times.
Local media published photographs showing the 58-year-old in hospital with bruises on his face and a broken nose.
Biscan was subsequently arrested and questioned by police after being recognised by witnesses.
Police confirmed that the incident took place but added that Biscan was struck first by the taxi driver.
Biscan, who won the 2005 Champions League during his time with Liverpool and also played for Greek side Panathinaikos, refused to comment on the incident.
