The video shows the vehicle speeding on the wrong side of the road against oncoming traffic, barely missing several vehicles before the fatal crash.
Investigations showed that the motorist was drunk, the ministry said.
"Investigations into the collision that took place in Umm Al Quwain at dawn on Sunday indicated that based on the samples taken from the deceased motorist who caused the crash, the motorist was recklessly driving while intoxicated against the direction of traffic. Investigations also revealed that the motorist had alcoholic drinks in the car and was driving at high speed on Sheikh Mohammed Bin Zayed Road when the tragic accident occurred," they said on their Instagram handle.
Two of the deceased were Emirati youths, while the third was from Comoros Island.
Drivers of both the cars and one passenger in the front seat were killed in the crash that was reported around 1.30am on Sunday.
Col Saeed Obaid bin Aran, director of traffic and patrols department of the UAQ Police, said: "The collision took place on the Sheikh Mohamed bin Zayed Road between Exits 113 and 116."
The Comoros Island resident - the driver of the first car - sped against the direction of the traffic and rammed into the other car that was going from the Dubai direction towards Ras Al Khaimah.
"The driver of the second car and the passenger next to him - both Emirati youths in their twenties - sustained critical injuries and died on the spot."
