Construction completion certificates will be issued by authorities only after ensuring that the owner has installed and connected the system to the civil defence. The federal and local governments will bear the costs of installing these devices in homes for people with limited income, and the federal government has previously covered these costs for homeowners who receive social assistance from the Ministry of Community Development.

The Ministry of Interior, through the Civil Defence Departments, will carry out the provisions of the resolution and cooperate with all concerned parties to facilitate implementation procedures at all levels.
