Some companies make false promises and get away

Earlier this year, I had contracted a Sharjah based company for pest control services in my flat in Dubai. The representative had come but did a half-hearted job, and so I called the firm again to resend someone. Their pamphlet promised 'guaranteed results' for six months, but when I phoned the company again they kept saying they will send someone but no one turned up. Eventually, they stopped taking my calls.
I made a complaint regarding this with the Sharjah Consumer protection forum. They replied saying there is no company by that licence number and asked me to file a police complaint instead. I then complaint with the Dubai Consumer Protection stating that the company is operating in Dubai with false Sharjah License no and address. So far, there has been no resolution.
