The event, which will be inaugurated by President Benigno S. Aquino of the Republic of the Philippines, is organized by the Philippines’ Department of Labor and Employment in cooperation with the UAE Ministry of Labour at the International Convention Center in Manila.
Ghobash will address the opening session of the Consultations meeting and pass over the presidency of the initiative to Philippines.
The second meeting will see the participation of 14 ministers and more than a hundred senior officials from the Governments of the concerned States, including the GCC countries.
In a statement on the occasion, Ghobash stressed the growing interest of the Countries of Origin and Destination for cooperation among them for maximising the developmental benefits resulting from the mobility of contractual labour in the Asian region.
He stressed that the meeting to be held in Manila this week will culminate in the signing of a communique approved by the ministers renewing their determination to boost the regional partnership in order to achieve the common goals.
Ghobash also noted that the ministries who participated in the first ministerial consultations held in Abu Dhabi four years ago, stressed in a joint declaration that regional cooperation is the main entrance to improve the management of the contractual cycle and achieve common goals of the labor sending and labor receiving countries.
The success of this term is linked to the effective management of all phases of labour mobility starting from the preparation in the countries of origin, then residence of the expatriate worker in the country of destination and then his return to his motherland at the end of the contract and his reintegration with his original community.
‘In our first meeting we had ratified common definition and parameters for leading the contractual periods of workers into success and fruitfulness, which will reflect in the achievement of the legitimate ambitions of the expatriate worker to better the living conditions of him and his family; and will benefit the employer for leading his business into success, and contribute to the gaining of the developmental goals of the countries of origin and destination’; said Ghobash.
He added: ‘The benefits of the Temporary Contract Employment Cycle and ways of its management are now more clear in the light of the fruitful cooperation between a number of countries belonging to ‘Abu Dhabi Dialogue’ which led to the identification of the concrete dimensions of partnership and best practices that we should now record, document and apply’.
He pointed out that ‘Abu Dhabi Dialogue’, in its essence, is voluntary movement adopted by regional governments without putting any legal obligations on member countries for joining it, and aims to identify the best practices and assist member governments to apply them through bilateral and collective cooperation to maximize the benefits of labor mobility contractual in the region.
