Brigadier Khalil Ibrahim Al Mansouri, Director of the General Department of Criminal Investigation, said that the case dated back to November 2010. The parents of a 13-year-old girl filed a complaint with the Al Rafaa Police Station that an Asian man tried to sexually abuse the girl in her building.
The girl told the police that the suspect followed her after she got down from the schoolbus and when she entered the building, he hugged and tried to kiss her. When he tried to take off his pants, she screamed and the suspect ran away. Al Mansouri said that the police investigated the case as per the description given by the girl, but to no avail. Many people in the neighbourhood said that they had same experience with their daughters.
Recently, Dhahi Khalfan Tamim, Commander-In-Chief of the Dubai Police, asked for the case document while he was teaching criminal investigation course and assigned some officers under the supervision of Major-General Khamis Mattar Al Mazeina, Deputy Commander-In-Chief of the Dubai Police, to follow up the case. The Asian suspect with the same description was arrested but he denied the charges. The girl identified him and told the police that the watch he was wearing during the incident was the same he had on his hand while he was arrested.
