Ramadan Fatwa: What are the guidelines for paying Zakat Al Fitr?

It is obligatory for every Muslim and for all dependents for whom their Nafaqah (expenditure) is incumbent on that person, to pay Zakat Al Fitr. 
This is the case if a person has enough sustenance for a day and a night and has sufficient money beyond their basic needs.
It is obligatory on every Muslim young and old, male, and female who reaches the last part of Ramadan and the first part of Shawwal.
So, if one dies after the sunset of the last day of Ramadan, the Zakat has to be paid for that person as well.
Similarly, if a baby is born before the sunset, Zakat Al-Fitr is obligatory for that child.
