Ex-Philippine president faces 2nd criminal case

MANILA — Anti-graft prosecutors have filed a second criminal case against former Philippine President Gloria Macapagal Arroyo over an overpriced deal with a Chinese telecommunications giant that allegedly involved huge kickbacks.

Arroyo was arrested last month on a separate charge of electoral fraud and has been detained at a military hospital.

She has previously denied wrongdoing, but in 2008 she canceled a flagship $330 million Philippine government deal with China’s ZTE Corp. to set up a nationwide broadband network.

The latest case filed Tuesday is part of efforts of President Benigno Aquino III to root out high-level corruption that is endemic in the Philippines.

Aquino blames Arroyo for a decade of corrupt practices. She accuses him of black propaganda.
