1s Upon a Time

It is a 24-hour clock (times range from 00:00:00 to 23:59:59) and leading zeros are allowed. If all 10 digits - 0 to 9 - appear on the display, what is (a) the earliest, and (b) the latest date and time in the year this could happen?

Think of a box containing the following 10 statements as given below. Now insert digits into the blanks at the end of each statement in the box to make true statements. For example, you can't put a 1 in the second blank because then that statement would read that the number of 1s in the box is 1, when in fact the two 1s on that line would be two occurences of the digit 1. The solution is unique.

 DEAR MS
(The two older problems were: "Among the assertions made in this puzzle there are three errors. True or false? (a) 2 + 2 = 4; (b) 4 divided by ½ = 2; (c) 3.5 x 3.5 = 12.25; (d) 7 -(-4) = 11; (e) -10(6 - 6) = 10;" and "What's the only English word which is not a proper noun where a 'q' is not followed by a 'u' or any other vowel for that matter? Incidentally, it's a fairly common word." - MS)
Key-Bored Dept:
The three mistakes in the puzzle are: (1) 4 divided by ½ is 8 and not 2; (2) -10(6 - 6) is 0 and not 10; and (3) these were the only two mistakes along the assertions, but the first sentence erroneously says that there are three errors.

The word QWERTY doesn't have a Q followed by a vowel. Eg: A qwerty keyboard.

The word is not a noun. There is only one proper English adjective that starts with a 'q' and is not followed by u or any other vowel whatsoever. It is QWERTY, as in qwerty keyboards.
(The other problem was: "You're marooned on a desert island with a friend who claims he's memorised pi up to 100 places. If you have no books, computer, mobile or a calculator, how can you verify the 100 digits he is rattling off are not gibberish?" - MS)
Life-Of-Pi Dept:
The best way is to ask him to repeat the 100 digits once again. Because if he remembers them, then the first and second set of digits should not differ (common sense at play!)
(The last puzzle concerned the student who had overshot his test-taking time and the professor, who didn't know him, had refused to accept his booklet. The problem was, is there a way out for him? - MS)
Testing-Times Dept:
Regarding the question relating to a stern teacher invigilating an important class test: it was straight from the famous scene of the Bollywood blockbuster 3 Idiots. All this smart student has to do, is mix his answer sheet among the bunch of other answer sheets kept on the table in front of the professor, since he knows that the professor is oblivious to his identity!
