Shaikh Mohammed to open FNC ordinary session

His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, will open the second ordinary session of the 15th Legislative Chapter of the Federal National Council on Tuesday.

Crown Princes, Deputy Rulers, top military and civil officials and members of the diplomatic corps will be in attendance at the opening of the session.

On November 1, the President, His Highness Shaikh Khalifa bin Zayed Al Nahyan, officially called on the FNC to hold its Second Ordinary Session on November 6.

Speaker of the FNC Mohammed Ahmed Al Murr said the council, during its First Ordinary Session of the 15th Legislative Chapter between November 15, 2011 and June 26 this year, had achieved its aspirations through discussing national issues in order to keep pace with the progress and growth of the UAE in various spheres.

The first meeting of the session will see the election of controllers and the setting up of committees including the committee to respond to the opening speech.

The election of controllers will take centrestage at the FNC session.

The election of controllers, according to article (84) of the constitution, stipulates that the Assembly shall have a bureau consisting of a president, first and second vice-presidents and two controllers. The assembly shall then select them from among its members.

The term of office of the president and the two vice-presidents shall expire when the term of the assembly expires or when it is dissolved in accordance with the provisions of the second paragraph of Article 88. The term of office of the controllers shall expire with the selection of new controllers at the opening of the next ordinary annual session. If any post in the bureau becomes vacant, the assembly shall elect the candidate to fill in for the remaining period.

The House will review the decrees of the issued laws, which are the draft law No 4 of 2012 on the setting up of the National Authority for electronic security, Law No 4 of 2012 on the civil responsibility on nuclear damages and Law No 5 of 2012 on anti-cyber crimes, decree of the law No 6 of 2012 on the report of additional ratification of the general budget of the Federation and the budgets of the affiliated independent entities for the fiscal year 2012.

It will be briefed on three letters of Dr Anwar Mohammed Gargash, Minister of State for FNC Affairs, on the withdrawal of a federal draft law regarding the amendment of the penal procedures act, Cabinet’s decision on the Federal Electricity and Water Authority policy and the Cabinet’s decision on the FNC’s recommendations on the environmental problems in the country.
