The first article of the decree empowers the Knowledge and Human Development Authority (KHDA) to force any academic, vocational or applied courses offered by educational institutions, which are attached to the Government of Dubai, to comply with the Dubai Executive Council Resolution No. 21 of 2011, which pertains to the higher education institutions operating in various free zones in the emirate of Dubai.

The second article of the decree considers KHDA-attested certificates issued by educational institutions attached to the Government of Dubai to be recognised by all public and private entities in Dubai.

The decree is effective from its day of issuance and shall be published in the Official Gazette.
