He, however, clarified that this would not lead to replacement of expatriate staff. Dubai International Airport is expanding, he said, adding that subsequently more staff would be needed to meet the requirements.

The training and employment of the nationals was in line with the Memorandum of Understanding signed with the National Human Resources Development and Employment Authority (Tanmia) yesterday.

He said the employment of 1,060 nationals by the department would help bring the number of national employees at the department to 1,655, up from 33 per cent to 50 per cent.

"Currently, the department has 1,800 employees in administrative and supervisory positions. Of these, 595 are nationals, constituting 33 per cent of the total. Eighteen of the national employees are in senior managerial posts, 218 in middle management posts, and the rest are in other administrative posts," he noted.

Bringing the rate of emiratisation at DCA to about 50 per cent, he noted, will be a great achievement. DCA usually cooperated with Tanmia in getting nationals qualified for the jobs, he said, adding that direct advertisements in newspapers also helped DCA get the right candidates.

DCA will take into account the issue of gender justice in these appointments, Al Thani assured. The appointments and training will be done in a phased manner with each phase covering about 250 people, and will be completed before the end of December 2006, he said.

He said that of all the new appointees, 1000 would be security screeners and the remaining 60 in Customer Service. Those appointed in the Customer Service will have diplomas, he said.

"The doors are open for all nationals from any emirate. The employment of nationals at DCA is not limited to any particular emirate," said Ayesh Al Barghouti, Director of Employment and Skills Development Centre who signed the MoU on behalf of Tanmia.

Tanmia does not intervene in the appointment of nationals. "We just send the list of names which match with the criteria sent to us by DCA. We have circulated these criteria to our offices in different emirates which in turn send us their lists of names. All the lists are forwarded to DCA for screening, he explained.
