The police on Tuesday released a video on Twitter showing many motorists driving on the hard shoulder, which officers said "violates the law".
According to police, blocking or not giving way to emergency vehicles including ambulances and police cars is uncivilized behaviour, and causes delay in reaching the site of the emergency.
Officers warned that drivers caught driving on the hard shoulder will be fined Dh1,000, and six black points will be registered against their driving licenses. Their cars will be impounded for 30 days.
From July 1, the penalty for blocking emergency vehicles will be Dh3,000 fine, six black points and 30 days car impoundment.
