There are shops which offer up to 70 per cent discount on certain items, and the civic body's effort is to ensure that these offers are genuine, Yahya Al Rayaysa, Head of the Licencing Section told Khaleej Times.

The inspectors from the section were also supervising the draws to pick out winners of raffles organised by some commercial outlets to attract costumers, to ensure that these draws are being conducted in a fair manner.

Al Rayaysa said the municipality had received several complaints about the promotions announced by leading hypermarkets and outlets, and that the products on offer were over-priced compared to previous years making it difficult for Muslim families, both locals and expatriates, to cope financially during the holy month.

He said the civic body provides permission for companies and outlets which want to offer promotions to customers and deploys it's inspectors in markets to ensure that the discounts are genuine. "The retailers and hypermarkets which announce discounts without obtaining permission from the municipality will be penalised," he said.

Al Rayaysa said teams were also moving around the city to ensure that restaurants and cafes are not open during the fasting hours. "Ramadan is a Muslim month of fasting. It is illegal to eat, drink or smoke in public from sunrise to sunset during the month," he said.

He said the inspectors of licence section, in coordination with the health section, were keeping a strict vigil on malpractices by carrying out regular surprise visits.
