Emiratisation plan in federal 
government sector approved

The Ministerial Council for Services, on Sunday, passed the Emiratisation plan in the federal government sector and mechanism for coordination and follow up, which was prepared by the Federal Authority for Government Human Resources (FAHR) as per the council’s resolution for the Emiratisation plan for 2011-2013.

Based on Emiratisation data in the federal government sector, the federal entities were classified into categories according to Emiratisation percentage in each entity, and this entailed a number of related steps and decisions.

The federal entities were classified into the following groups: Ministries and federal entities that have achieved more than 80 per cent of Emiratisation; Ministries and federal entities that have achieved 60 to 80 per cent of Emiratisation; and Ministries and federal entities with a low Emiratisation percentage (less than 60 per cent). Based on this classification, FAHR will define required measures that each entity should adopt including annual plans for Emiratisation quota, targeted jobs, training programmes and replacement.

According to the FAHR study, Emiratisation rate in the federal government sector (with exception of the Ministry of Interior and Diplomatic and Judicial Corps) rose to 53 per cent in 2011 from 47 per cent in 2010. In federal bodies, it surged to 36 from 34 per cent for the period under 
review.
