Worker jailed for cross-dressing, conducting medical procedures

A 42-year-old Filipino worker was sentenced to two years in prison by the Court of First Instance on Wednesday for cross-dressing and conducting plastic surgery without any medical licence from the Ministry of Health.

The worker dressed like a woman when he conducted hair removal using laser technology on a female health inspector from the Dubai Municipality.

The court ordered that he be deported after serving his prison term. He faced charges of molestation, cross-dressing, conducting medical procedures without a permit, putting others’ lives at risk and harming the safety of a woman. The complainant, a 39-year-old Sudanese health inspector, told the police that they learnt in January 2010 about a beauty salon in Muraqqabat conducting plastic surgeries without a licence from the Department of Economic Development (DED).

The inspector went to the salon and from there, she was taken to an apartment where she was to undergo hair removal using laser technology and be given Botox injections.

She saw the defendant who was dressed as a woman and wearing make-up. She also saw anaesthetic devices and other equipment for resuscitation and surgery tools in the place. Collagen and Botox substance injections were also available. The place where the surgeries were done was not sanitised and did not meet the safety and hygiene criteria, thus putting people’s lives at risk. She coordinated with the police officers over the phone to catch the salon workers red-handed.

The defendant, whom she thought at first to be a woman, applied the laser apparatus under her arm and caused her burns.

The police officers arrived soon and arrested the defendant and a Filipina assistant. More than 100 files of surgeries were seized from the place. A Syrian woman health inspector, 42, who went with the complainant to the unlicensed salon that day, confirmed her statement. A report from the DED showed that the licence given to the salon was for activities related to hairdressing only.
