The worker is believed to have dressed as a woman and practised hair removal by laser session on a female health inspector from the Dubai Municipality. He faced charges of molestation, cross-dressing, practising medical activities without permit, putting others’ lives at risk and harming the safety of a woman.
The complainant, a 39-year-old Sudanese health inspector, told the inspector that they knew in January 2010 about a beauty salon in Muraqqabat practising plastic surgeries without a license from the Department of Economic Development (DED).
The inspector went to the salon and from there was taken to an apartment where she was to undergo the hair removal by lazer and be given Botox injections. She saw the defendant who was dressed as a woman and wearing make-up.
She was coordinating by phone with the police officers to catch the salon workers red-handed.
The defendant, whom she thought at first to be a woman, used the lazer apparatus under her arm and caused her burns. She had to make him stop the session because it was painful.
The inspector noticed that anaesthetic devices, equipment for resuscitating, surgical tools, and collagen and botox substance injections were available at the place. However, the place where the surgeries would be done was not sanitised and did not meet the safety criteria.
The Police officers arrived shortly later and arrested the defendant and a Filipina assistant. More than 100 files of surgeries performed were seized from the place.
A Syrian woman health inspector, 42, who went with the complainant to the unlicenced salon that day, confirmed her statement.
A police lieutenant confirmed that they arrested the defendant that day from a residential building in Muraqqabat. A report from DED showed that the licence given to the salon was for activities related to cutting and hair styling only.
