In an extraordinary move, Kerala Governor Nikhil Kumar on Tuesday initiated procedure for the removal of Mahatma Gandhi University vice-chancellor A V George for misrepresenting his credentials.
The governor, who is also the chancellor of universities in the state, has issued a show cause notice to him asking him to explain why action should not be taken against him. George has been asked to submit his explanation within a week.
The action came on a report submitted by Chief Minister Oommen Chandy to the governor, citing serious charges of misrepresentation and irregularities against him. The report said George had misrepresented his credentials to the search committee for selection of VC with a mala-fide intention.
The curriculum vitae submitted along with his application stated that he was the head of the department of environmental science at the Central University in Kasaragod whereas he was actually head of department of geology and environmental science at Christ College, Irinjalakkuda at that time.
Additional chief secretary (higher education) K M Abraham, who looked into the issue, found that George had misrepresented his credentials with the fraudulent intention to deceive the search committee headed by former chief secretary K Jose Cyriac. This rendered the selection flawed. He, therefore, recommended nullification of George’s appointment. George sought corrections in his credentials after his appointment saying that the Central University post, mentioned in his curriculum vitae was a typographical error. However, the Chancellor rejected his plea stating that it was already noted in the minutes of the search committee.
Apart from the misrepresentation of credentials, the vice-chancellor was also accused of opening 50 off-campus centres, creating 56 posts without the prior concurrence of the government and fixing his own salary. The governor has issued the notice to George as per Section 7(10) of MG University Act, 1985, which empowers the Chancellor to remove the vice-chancellor or the pro-vice-chancellor on charges of misappropriation or mismanagement of funds or misbehaviour.
If the selection is finally nullified, George will be the first vice-chancellor in the state to be removed in this manner. Though similar charges were levelled against some other vice-chancellors the government did not initiate the procedure for their removal.
George has blamed political wrangling in the ruling front for the action against him. He said that a faction in the Congress was waging a war against him on the basis of trumped-up charges. The present action is part of their move to sabotage his appointment with the help of officials in the higher education department.
