According to the law, the foundation is mandated to plan, develop and provide all requirements for knowledge and human development in a way that helps identify solutions to all challenges facing the educational system.

The foundation will be responsible for developing and implementing a comprehensive strategy for knowledge and human development.

In doing so, it may participate in drawing policies for attracting qualified and experienced staff to the local job market and for wooing globally-renowned private education and research institutions to establish a presence in Dubai.

The foundation will seek to provide training and career development programmes to the UAE nationals to ensure their active participation in the local job market and to enhance capabilities of the national human resources.

The law stipulates that the foundation shall be run by a board of directors whose chairman shall also act as the director-general.

Shaikh Mohammed also issued a decree naming Dr Abdullah Mohammed Al Karam as the Board Chairman and Director-General of the foundation.

The decree shall be effective from the date of its issuance.

The decree shall be published in the official gazette.
