The members include the chairman of the Dubai Civil Aviation and Free Zone Department, director of the Dubai Information Department, director of the Dubai Ruler’s Court, commander-general of Dubai Police, director-general of Dubai Municipality, chief executive of the Dubai Ports, Customs and Free Zone Corporations, director-general of the Dubai Electricity and Water Authority, director-general of Dubai Department of Health and Medical Services, director-general of Department of Lands and Properties, director-general of Department of Tourism and Commerce Marketing, director-general of the Department of Islamic Affairs, director general of the Department of Financial Follow-up, director of Dubai Courts and Dubai Attorney General.
The new decree, which abrogates the old decree No. 7 of 2003 on the appointment of members of the DEC, takes effect from the date of its issuance and is to be published in the official gazette.
Shaikh Maktoum has also issued a law on security service providers including those providing security for vital commercial sectors in Dubai. The law bans the practising or licensing of such security services in the emirate until a written approval is obtained from the police authorities concerned and the completion of all necessary procedures as per the bylaws of the law.
The law made it mandatory for all vital commercial sectors to provide for themselves the necessary security requirements in accordance with the bylaws of the law and the requirements of the concerned authorities. It called on all commercial sectors, local government and foreign institutions that organise or sponsor ceremonies and other public events to meet all the necessary requirements set up by the new law.
Anybody who violates any of the articles of the new law, either directly or by being a partner to the violation, or being a cause to it, will face a penalty of a jail term not exceeding six months or a fine not less than Dh1,000 and not more than Dh30,000 or both, according to article 6 of the new law.
The bylaws will determine how permits, renewal fees, fines and other fees would be paid. All revenue collected from these payments will go to Dubai Police coffers.
The law made it compulsory for security service providers to coordinate with the concerned authorities. It said that the activities of these security service providers must not conflict with any security measures of the police. The concerned authorities have the right to ensure this by conducting inspection on the premises of the company and going through its documents and evaluating its security services. The commander-general of Dubai Police shall issue the necessary bylaws and regulations for the implementation of the law, which shall come into effect from the date of its issuance, June 7, 2005 and is to be published in the official gazette, the law stated.
