"Bringing unemployed nationals under the umbrella of the social security system will enhance the social security and deepen the sense of belonging to the nation," Mr Siraj Al Noor told this reporter on Monday, in response to a question on the possible impact of granting financial assistance to unemployed nationals.
He pointed out that the social security law, adopted by the UAE government, guarantees help to a vast sector of the society.
Earlier this month, Mattar Humaid Al Tayer, Minister of Labour and Social Affairs, told Khaleej Times that the ministry would consider introducing an income support system for unemployed nationals if national surveys and studies showed the need to support this category financially.
"If we found that there is a need to provide unemployed nationals with financial support, we shall definitely consider the issue," said Mr Tayer.
The minister reiterated that the government was keen to bring different sectors of the society under the umbrella of the social security system, including people with special needs.
Mr Siraj Al Noor, however, stressed that once the system was introduced, a mechanism of implementation that observe certain measures to guarantee the limitation of the system should be developed.
"It should be observed that beneficiaries should not have part time or even temporary jobs and have the skills to compete in the free market economy as prerequisites to get the social aide" said Mr Siraj Al Noor. They should also be registered with the National Human Resources Development and Employment Authority -Tanmia - as job seekers, he added.
"Beneficiaries should also try to upgrade their skills and secure a competence level in the local market," he said.
