Did you come in boats? This was the question US Secretary of State John Kerry raised at the IIT-Delhi on Wednesday.
"I don't know if you came in boats or amphibious vehicle of some kind," Kerry asked, provoking laughter. There was a foot deep flooding on the road in front of IIT-Delhi.
Kerry was delayed reaching IIT-Delhi for his lecture due to the torrential rains in the national capital region on Wednesday morning.

 
He also had to postpone his scheduled trip to three religious sites in the capital due to the rains.
Kerry spent nearly an hour from the airport to his hotel with his convoy trapped in traffic jams on Monday.

Nicolas Wadhams, journalist, who is accompanying Mr Kerry on his tour, tweeted:

 
Steve Herman, journalist, tweeted that the Delhi Police had to be called in after Mr Kerry was stuck for over an hour in traffic.
 
Heavy traffic was reported on almost all major carriageways in Delhi due to waterlogging.
