Dubai Airports has announced that all passengers are completely prohibited from carrying the Samsung Galaxy Note 7 on any airline whatsoever, that is flying from Dubai.

This particular announce was made by the Dubai Media Office on their Twitter page.
Dubai Airport's formal statement has also been released on their website
The statement is as follows:
In light of advisories from various aviation regulatory bodies and concerns raised by Samsung about its Galaxy Note 7 smartphones, passengers are advised that these devices are prohibited on all flights leaving Dubai International and DWC. Passengers are requested not to bring these devices to the airport, as they will be confiscated prior to boarding.

Etihad Airways had also "enforced" a total ban on Samsung Galaxy Note 7 phones in the wake of their global recall, the airline said on Sunday, October 16, 2016.
Damage caused: Note7 recall to cost at least $5.3b
Samsung -- which is the world's largest maker of smartphones -- has halted production of its latest mobile device and recalled all Note 7 phones and replacements because of ongoing reports of exploding batteries and resultant fires. The crisis is expected to cost the South Korean company billions of dollars worth of profit.
The US Transportation Department and other agencies has barred owners from carrying on the devices or stowing them in checked baggage during flights.

The agency said that the phones might be confiscated from passengers attempting to take them onboard, and that people found onboard with the phones might face fines.
