A US official says Washington is drafting a letter detailing understandings with Israeli Prime Minister Benjamin Netanyahu on the proposed 90-day building moratorium.
Netanyahu’s allies who can make or break the deal say they will let it go through if Israel gets explicit US assurances the building limits would apply only to the West Bank and not to east Jerusalem.
Palestinians want construction to halt in both areas.
Netanyahu also wants the letter to state the proposed moratorium would be the last. An Israeli vote on it could come as early as Thursday.
