The conference in Vienna will gather delegates from most of the 150 members of the International Atomic Energy Agency. On the agenda will be tightening safety regulations for nuclear reactors.

There are some differences ahead of the weeklong meeting opening Monday. Some countries want any new safety regime to be mandatory. The majority, however prefers them to be voluntary.
