New sanctions against the country’s central bank are also being worked out, and seven more government officials will have their assets frozen and be banned from traveling to the European Union.

More than 5,400 people have reportedly been killed in the nearly year-old Syrian uprising. The EU has already imposed sanctions targeting more than 70 people and 19 organizations, but have so far failed to stop the crackdown.

The diplomat said Friday that flights by European cargo carriers would continue. The diplomat, accredited to the EU, spoke on condition of anonymity to discuss a decision not yet formally taken.
