UAE’s first correctional club for inmates opens in Ras Al Khaimah; offers counselling services

The facility also features a library containing over 9,000 books on 6,800 topics, with a programme that simplifies the processes of borrowing, returning, and searching

The UAE's first Correctional Social and Educational Club has officially opened at the Ras Al Khaimah Correctional and Rehabilitation Facility, offering inmates access to education, psychological counselling, and a modern library system as part of a holistic rehabilitation effort.

Launched by the Sheikh Saud bin Saqr Al Qasimi Foundation for Policy Research in collaboration with the Ras Al Khaimah Police General Headquarters, the initiative aims to empower inmates with knowledge, skills and mental health support to aid their reintegration into society.

The facility features a library containing over 9,000 books on 6,800 topics, all organised through the Koha Library Management System. There is also a programme that simplifies the processes of borrowing, returning, and searching for books. The system allows administrators to monitor borrowing activity and generate reports, including data on the most borrowed books and frequently used languages.

Designed to encourage both learning and social development, the club also includes a training hall with internet-connected computers for remote education, study areas, and group discussion spaces.

A dedicated consultation room provides a private, confidential setting for one-on-one and group psychological counselling, addressing mental well-being and behavioral needs as part of the rehabilitation process.

The club was inaugurated in the presence of senior officials, including Mohammed Omran, Chairman of the Al Qasimi Foundation; Natasha Ridge, Executive Director of the Foundation; Brigadier Tariq Mohammed bin Saif, Director General of Police Operations; and Brigadier Abdullah Mohammed Al Haimer, Director of the Correctional and Rehabilitation Facility.

Brigadier Al Haimer said the club represents a “transformative chapter” in correctional work, adding: “We are not only offering resources, but building a space where dignity, self-improvement, and community values are central to rehabilitation.”

The inauguration of the Social and Educational Club reflects Ras Al Khaimah’s efforts to adopt modern correctional practices focused on rehabilitation and reintegration. The initiative emphasises the role of education, mental health, and inter-agency collaboration in supporting inmate development and setting new standards within the correctional system.

The project's second phase will focus on expanding the library’s language offerings based on usage data and incorporating digital book formats.
