The exemption shall be given to those that pay the basic fines before mid-February 2021, the municipality said on Wednesday.
Violations covered under the initiative include: Occupational health and safety; sewage; public hygiene; and hotel violations.
Fines doubled from 2017 to 2019 are included in the scheme.
Dawoud Al Hajri, Director-General of the Dubai Municipality, said: "This is one of the most important initiatives through which Dubai Municipality seeks to support efforts aimed at facilitating the work of companies and commercial activities in the emirate and in the interest of the business community.
"It reinforces the unique position that Dubai occupies in the field of economy, attracting investment, and facilitating the means of doing business."
