"Abusing these dedicated parking spaces is not only an uncivilised practice but also adds to the suffering of this important segment of society," said Brig-Gen Al Humaidi.
Abdullah S., an Emirati man with special needs, said they are in a "battle" with the illegal use of their parking spaces. "Some drivers use our parking spots that are reserved near the entrances of facilities."
He said those with determination actually require more parking spaces.
