Saudi Minister of State for Foreign Affairs Adel Al Jubeir says when Iran "returns to a normal state" then a restoration of international relations with them would be possible.
Earlier, Iranian Foreign Minister Mohammad Javad Zarif said on Thursday that Iran was open to dialogue with its Gulf neighbours amid heightened tension in the Middle East.
"Iran remains open to dialogue with its neighbours and we announce our readiness to participate in any complementary work that is in the interest of the region," the Iranian foreign minister wrote in Arabic on Twitter.
