Question: Does applying makeup count as breaking the fast? Does applying lipstick during Ramadan break the fast, or it is only 'makrooh' (disliked) in the Islamic law?

Answer:  Cosmetics that are applied to the skin do not break the fast, because they do not reach the belly, so a woman can put on makeup and other things on her skin. Nevertheless, it is better for the Muslim woman to avoid this because these applications and use of cosmetics may incite lust. Generally, a fasting person (male or female) is in worship, so he/she should avoid what incites lust. For this reason, it is not recommended for a believer to use perfume or cosmetics during the fasting period in Ramadan.
