Some were allegedly found with their hands tied and stripped of their clothes, spokeswoman Ravina Shamdasani said
According to Sky News, the video was captured in the Spanish city of Tenerife, and was posted onto the Facebook group 'I Love Tenerife'.
The footage shows the child running along the ledge with no barrier, presumably after she climbed out of the apartment's window. She is seen running towards the apartment's balcony, pausing for a few seconds, and then turning back.
The girl's parents were reportedly taking a shower during the time. They are believed to be tourists from Finland who do not wish to be named.
The original Facebook video, captured by journalist Pia Guevara Manoslava, has been viewed over 3.4 million times and shared 35,000 times.
Police had been informed of the incident on Monday and are still searching for the parents of the child in the video. It is yet unknown if they are still in Spain or have left the country.
