Described by the Minister for Economy Sultan bin Saeed Al Mansouri as ‘turning point in the history of the Ministry’ the new structure comes in line with the Ministry’s guidelines to update and strengthen its operational strategies to comply with the requirements of the next phase of the strategic plan.
An official of the Ministry told Khaleej Times that the new structure would come into effect immediately. “The draft of the structure was prepared earlier and with the Cabinet giving its nod it will be implemented with immediate effect.”
As per the new arrangement the Minister will head the new organisational structure and supervise a number of practices apart from framing general policies and strategic trends at the ministry. He will also supervise the implementation of the Strategic Plan and its executive programmes.
Organisational units like the Managing Director’s Office, the Minister’s office, Minister’s consultants and internal audits report directly to Al Mansouri. The Managing Director of the MoE will assist the Minister in supervising different sectors of work at the ministry and will help in designing strategic plans and policies.
The new structure envisages four key sectors — economic policies, commercial policies, industrial affairs and corporate and support services affairs — headed by executive directors. The Executive Director, Economic Policies Affairs Department will be responsible for setting the policies and strategic plans, and supervising operations and key projects within his sector of specialisation.
The Executive Director, Commercial Affairs is mandated to execute strategic policies and plans and supervise projects and operations within the sector. This Executive Director will be backed by six directorates: Commercial Registration, Consumer Protection, Audit, Commercial Control, Trademarks and Copyrights Directorates.
The Executive Director, Industrial affairs will execute strategic policies and plans and control projects and operations within the sector. Five directorates report to the Director--: Anti Dumping, Corporate development and support, Origin, Industrial copyrights Directorates.
The Executive Director, Corporate and Support Services Affairs will be focused on executing strategic policies and plans and controlling projects and operations within the sector. Six Directorates report to this Director: Information Technology, Human Resources, Corporate Excellence, Strategic Planning, Government Communication and Legal Affairs Directorates.
Al Mansouri said: “The new structure reflects the change in administrative systems adopted by the Ministry, which allows more simplicity in job performance and projects, subsequently benefiting all levels of work. We are confident that the Ministry will establish a dynamic work culture that meets the fast-paced changes in economies globally.”
