Telecom firm owes me money, but won't give it

In May this year, I lost my husband in a freak swimming pool accident. I wanted to move back to my home town in India after that, and started the process of packing up, ensuring all my contracts and accounts were duly closed before August, including my telephone connection.
I paid all the dues and I got an account closing letter from the telecom firm. They owed me a refund of Dh1,823 and I had requested for it to be processed before my departure in August.
But it wasn't done. I had made repeated visits and called countless times while I was in the UAE, but all in vain. No one helped and I am still waiting for the refund. I am now in my hometown, and the company is offering no solution. They said they cannot transfer the money to my India account, and I cannot possibly make a trip to the UAE to get this refund.
It has been so stressful dealing with the company. Of all the wonderful moments in the UAE, this has been the most bitter. The customer service has been inconsiderate. I wish to bring this issue to your attention so that my case serves as a lesson to others.
