With the Indian parliamentary elections just a few months away, the current leadership will be wary of the hostile reactions from its citizens towards any peace-making talks with Pakistan. Both countries are aware that war is not an option and hence initially Pakistan has to ensure that the militants groups based in their country are persona non-grata.
