Incomplete real estate projects

It's been almost 11 years since investors are waiting for a Dubai-based project to be complete. As per a report by Rera, only 14 per cent of the construction work has been done so far. It must have been below the ground because we cannot see anything above the land. I have paid 30 per cent of the money for this project. I would like to request the Real Estate Regulatory Agency and Dubai Land Department to either cancel the project or force the developer to hand over the project to some other developer who can complete it.
