The sun rises in the east but the heat is felt in the west. The human factor in the East becomes the humane factor in the West. Why?

The meticulousness of the public administration system and its presentation in the form of rules, laws, logic, reason, rationality and common sense is the key to the progress of the developed world; and its bad presentation is the reason for poor progress in the under-developed/less-developed worlds. The faultline is the supremacy of the system, which is based on the five basic senses and doesn’t take into account the mystical “sixth sense” — which is perceived as intuition, false impression, mysticism and conviction without principle.

In the less developed world, the uneducated and the extremist believe in the “sixth sense”. The educated liberals interpret the system as it suits them. The indiscreet use of the human factor is called the doctrine of unavoidability: whether it is the breaking of traffic rules or the system of governance.
