Shaikh Hamdan orders advisory board for smart government

The board will be headed by the Director-General of the Dubai Smart Government, with nine members representing nine government agencies.

Shaikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council, has issued Resolution No (44 ) of 2013, forming the advisory board of the Dubai Smart Government.

The board will be headed by the Director-General of the Dubai Smart Government, with nine members representing nine government agencies, which are: the Dubai Police General Headquarters, State Security Department in Dubai, Dubai Roads and Transport Authority (RTA), the Dubai Municipality, Department of Economic Development in Dubai, Dubai Electricity and Water Authority, Dubai Customs, Dubai Health Authority, and a representative of the Dubai Smart Government.

Representatives of these bodies are to be nominated by their respective officials and their experience and competence in the field of the advisory council should be taken into account.

Terms of reference of the board

Article 2 of the new resolution specifies the terms of reference of the advisory board, including, studying and endorsing the general strategic plan prepared by the department to shift all government bodies to Smart Government, submitting its recommendations to the Executive Board for approval, as well as studying the strategic plans, initiatives and major projects included in the annual budget provided by government agencies and submitting appropriate recommendations in this regard to the concerned authorities for approval.

Role of the advisory board

The advisory board will, as stipulated by the resolution, conduct periodic review of the strategic plans of government agencies relating to information technology and the shift to smart government.

It will also conduct a periodic assessment of the results and achievements made through the initiatives and projects in place in this regard.

It will take the necessary measures to ensure the government agencies’ commitment to implementing these procedures, in addition to preparing periodic reports on the level of transformation to smart government achieved by government agencies in coordination with the department, and presenting these reports to the Executive Council.

The resolution is effective from the date of issuance and shall be published in the Official Gazette.

Ahmed bin Humaidan, Director General of the Department of Dubai Smart Government said: “It is our pride and pleasure to be commissioned to chair this board.

It is also an incentive for the board’s chairman and members to make every possible effort to keep the confidence placed in us by our wise leadership and the unlimited support of the Dubai Crown Prince and Chairman of the Dubai Executive Council for the transformation to the smart government .”

Humaidan also confirmed that the next phase will be marked as the “Dubai Smart City”, as chosen by His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, exploring the future whose gains are difficult to maintain but with the existence of a smart government that is guided by a strategic plan so as to overcome the obstacles that it may encounter.
