Mohammed endorses new rules of federal govt human resources law

Vice President and Prime Minister of the UAE and Ruler of Dubai His Highness Shaikh Mohammed bin Rashid Al Maktoum has endorsed the new executive rules of the federal human resources law, including decree No. 11 of year 2008 amended by the federal decree No. 9 of year 2011.

The move follows the endeavour of Government to lay down a clear and effective standard in management of the Government Human Resources and develop, explain duties and rights of employees in the Federal Government. It also aims to provide suitable work environment for all employees and restructure procedures and laws of Human Resources in the Federal Government.

The Vice President issued the Cabinet resolution No. 13 of year 2012, on the executive rules of the federal human resources law, which will come into effect on the next day of publishing them in the official gazette.

He also endorsed the performance management system, training system and federal staff development system prepared by the Federal Government Human Resources Authority, and endorsed by the Council of Ministers and implemented at the federal government level.

Humaid Mohammed Al Qattami, Minister of Education, Board Chairman of the Federal Government Human Resources Authority said the endorsement of the new executive rules of human resources law “is a culmination of the efforts of Authority on preparation of the integral legislations pertaining to streamlining the work of the Authority”.

He added that these amendments stem from the UAE Vision 2012 and the directives of government to update the laws to keep pace with the rapid dynamic development of the UAE in all fields.

Al Qattami said at a press conference today that the bylaws were comprehensive regarding all provisions of the human resources law, adding that the move would ease reference for the ministries and public agencies. Therefore, he continued, the previous executive rules will be null and void once the new executive rules come into effect.

The executive rules of the human resources law include all controls and details concerning rights and duties of the employees and employment and evaluation operations, incentives, leaves and other matters related to Human Resources working in the Federal Government Authorities.
