The council passed the 2014 budget on Tuesday after a heated-debate in the presence of Ubaid Humaid Al Tayer, Minister of State for Financial Affairs. The Minister and team, however, came under attack from members for the delay in presenting the budget to the council for its review.

Responding to the members’ queries, the Minister said the delay was caused due to the government taking all recommendations of the council into account and finding allocations to implement them.

“The budget was responsive to any new initiatives and programmes once endorsed by the Cabinet,” he told the House.

Another issue discussed during the debate was a contribution to the budget by each Emirate. Traditionally, Abu Dhabi is the greatest contributor, followed by Dubai. The members said all the emirates should have their contribution to the annual budget by allocating a certain percentage of their annual revenues to cover the expenditure to help reduce the burden on Abu Dhabi and Dubai.
