It is very difficult to understand the human mind. Even as the Covid death figures sober us as they pass the million mark, this milestone is sidetracked by the outrage in Europe over restrictions and safety measures that ostensibly curb individual freedom. In France, Spain, and London, thousands are protesting any new steps that might slow down the pandemic even if it means intensifying their personal risk. Clearly, the outrage is directly connected to the earning power. And as in France pubs and restaurants are shutdown there is anger in the working class who now have no idea how to pay the bills and put food on the table. This selective closure is further accentuated by more severe measures in financially weaker districts thereby causing even more agony. 
There has to be a balance between the steps taken to contain Covid-19 and the misery to large swathes of society. There comes a tipping point whereby the risk seems worth taking if there is an economic ballast that keeps body and soul together. That is the danger in hitting the poorer sections of society with more movement sanctions as being seen in Spain because they then feel a living death is on their doorstep anyway so what is the difference. Handling this outpouring is not an enviable task for any government and truth be told, there is no perfect solution. Do you throw bodies at the virus to appease it and keep slogging away for a vaccine or do you attempt to save your people from their own folly by holding them captive?
