The police said these items are outlawed by the municipality because of their harmful effects on public health. “Chewers of these substances also spit on the streets and walls leaving indelible marks and tarnishing the beauty of the city,” an officer said.

The police had raided the shops and confiscated the banned substances after receiving complaints. During interrogation, the grocery owners told the police that they received the raw material. They mix it with other substances in their houses, pack them with the labels and sell them to customers.
