5 cafes fined for giving shisha to children

Five cafes in Dubai have been fined for providing shisha (hookah) to children, in contravention of the law, which bans providing shisha or selling tobacco to those under 18.

The field control section at the Dubai Economic Development Department DED has notified defaulters to abide by the instructions and laws.

The move was taken during a crackdown launched by the Field Control Section of the DED to ensure that cafes follow the instructions, and to make sure they adhere to several conditions, the foremost among them being that pregnant women and children should not be encouraged to visitcafes with shisha as part of the passive smoking campaign.

“The campaign aims at protecting them from the dangerous effects emanating from smoke,” said Head of the Field control Section at DED Ahmed Al Awadhi.

Cafes, he said, would be put under check to ensure they strictly observe instructions.

The step is part of the plans and mechanisms of the DED to protect consumers, which is the top priority of the consumer protection law, he noted.

“Since last Ramadan, the department has aimed at raising a sense of awareness among cafe owners by sticking up posters with instructions and guidelines. It bans the presence of those under 18, infants and expectant mothers from attending such cafes, for the risk of symptoms and unhealthy effects of passive smoking in them,” he said, adding that, the practical enforcement of the rule went into effect in August 2012.”

The department, at present, takes action if violations are made by cafe owners and those rendering shisha services in restaurants, he said. He added that actions begin with serving a warning to the defaulter, fines and finally temporary closure of the facility.” - news@khaleejtimes.com

House extension case study

The complaint:

A man has lodged a complaint against a contractor, who agreed with him to build an extension to his house and paid him Dh15,000. He claimed that the contractor had caused damage to the extension. The complainant however, added that he had not signed any contracts, nor had he received any bills.


The Consumers Complaints section contacted the complainant and explained to him that his complaint was lodged against an individual and not a company. Therefore, he cannot get the complaint registered. Also, he had no documents showing that he had concluded an agreement between the two parties, or any receipt that confirmed that the contractor had received the said amount of money. So, the complaint was dismissed.
