SCSTS, EITC sign telecom licence deal

ABU DHABI — The UAE Supreme Committee for the Supervision of the Telecommunications Sector (SCSTS) yesterday signed a full-services telecom licence with Emirates Integrated Telecommunication Company (EITC), granting the right to install, operate, and manage a public telecom network in the country.

The licence agreement was inked by Engr. Sultan bin Saeed Al Mansoori, Chairman of the SCSTS.

Mohammed Nasser Al Ghanim, Director-General and member of the board of directors of the TRA and Osman Sultan, Chief Executive Officer of EITC, signed the Public Telecom Licence.

Under the licence, EITC is allowed to offer fixed and mobile telecom services, besides providing international telecom connectivity, Internet and other services in future after it gets the SCSTS approval. EITC will pay Dh124.5 million as a licence fee and the licence can be renewed annually for Dh1 million.

Emirates Telecommunications Corporation (Etisalat) will also be granted a licence due to be signed by the TRA and Etisalat by the end of this month.

The introduction of a second telecom operator in the UAE will pave the way to a full liberalisation of the market by 2015.

The TRA is now monitoring the negotiations between the two operators for Interconnection and once they reach an agreement, EITC will begin offering its services by middle of this year.

Engr. Sultan bin Saeed Al-Mansoori, Chairman of the SCSTS said that this step marks a new phase for the telecom sector in the UAE. He said: “Introducing a second telecom operator enables the UAE government to realise its vision to introduce competition to one of the most significant, dynamic, and vital sectors in the UAE.”

Al Mansoori said TRA was established with a mandate to regulate and oversee the telecom market in the UAE. “We are confident of the TRA and its abilities to put together the needed policies to maintain fair competition, address customers’ interests, and create a healthy environment for the two operators.

Although a newly established entity, the TRA was able to create the regulatory framework for the UAE telecom sector in record time, ensuring the framework is flexible and suitable to the demands of a rapidly changing market.

“Introducing a second operator to the market will drive both companies to bring in cutting-edge technologies and deliver unsurpassed services,” said Mohamed Al Ghanim.

He said the TRA will play a leading role for the telecom sector to protect customers and competition. “It is the confidence that the SCSTS puts in the TRA’s board of directors that motivates us to implement the SCSTS directives and the UAE governments vision for the telecom sector”, he concluded.

EITC’s CEO Osman Sultan said signing of the new licence marked the beginning of a new era for telecommunications in the UAE.
