And they get rewarded too for the violation in the form of waiver of penalties for accumulated traffic violations, if one has been at it since the end of the last century. One can escape paying the penalties only if one decides to commit another offence — not registering the vehicle annually.

Khaleej Times has learnt that Dubai Police has decided to drop all pre-1999 accumulated traffic offence dues. The total value of penalties not paid in Dubai in the past 20 years stood at a whopping Dh189m. Compare this against the total collection of Dh1 billion in the form of fines for traffic offences in the past 10 years, and one can understand the mechanisms of law.
