The programme was taken up in 2001 on the orders of the President, His Highness Shaikh Zayed bin Sultan Al Nahyan, to alleviate the suffering of the Afghan people.

Shaikh Hamdan bin Zayed Al Nahyan, Minister of State for Foreign Affairs and Chairman of the RCS, issued instructions for implementation of the president's orders.

Accordingly, aid cosignments were sent by 31 flights, said Khalifa Nasser Al Suweidi, chairman of the board of directors of the RCS.

In the second phase of the programme, relief consignment will be sent to Pakistan by sea. It will be distributed among refugees living in areas along the Pak-Afghan border. Mr Al Suweidi said that the RCS was running charity services, including clinics, schools and orphanages in Kabul.
