DM clarified that the housing fee had been levied on all non-citizen residents in the emirate since 1962, and that the municipality had recently launched an integrated e-transfer system for payment of fees through Dubai Electricity and Water Authority (DEWA). Earlier, the fee was to be paid at the time of the renewal of tenancy contracts or trading licences.

DM said the housing fee is calculated on the basis of five per cent of the rent by non-citizens and is levied against services provided by the Municipality.
