New traffic law focuses on black points system

According to the new traffic law, when a driver gets 24 black points for the first time, his or her driving licence will be seized for three months. However, if the driver reaches 24 points again, the driving licence will be seized for six months.

In case the offence is repeated for the third time, the licence will be seized for a year, and will not be returned to the driver unless he/she completes a training course in a driving institute approved by the authority.

The black points accumulated may be cancelled a year later if the total black points registered in that year do not exceed 24. However, fine will still be applicable.

The amendments also stipulate that if a driver of a heavy vehicle causes an accident after jumping the red signal, the vehicle would be impounded for one month and the licence of the driver seized for one year.

The licence will be returned only after the driver passes a training course in a driving institute approved by the traffic authority. He will, however, have to pay a fine of Dh3,000 if he has other penalties.

The black points system will be applicable to all drivers with driving licences issued in the country.

The law is also applicable on those holding foreign/international licences that allow them to drive in the country. However, they will not be given black points.

As per the law, violators will be dealt with according to 147 traffic violations classified (see box).

The total figures of applicable violations and the rules and regulations will shortly appear on the Ministry of Interior’s web site.

The new stiffer penalties, which come in line with the directives of Shaikh Saif bin Zayed Al Nahyan, Minister of Interior, aim to clamp down on reckless motorists, Al Shafar said yesterday.

The Ministry of Interior, in collaboration with the traffic department, has launched several inspection campaigns to raise awareness among motorists about the new regulations and the black points system, he added.

“The increasing population, which means more vehicles on the roads, results in more traffic accidents, deaths and injuries,” he said.

As such, the new regulations and stringent penalties had become indispensable to protect road users and decrease the number of road victims.
