National Statistics Centre Established

ABU DHABI — The President, His Highness Shaikh Khalifa bin Zayed Al Nahyan, has issued a federal decree establishing the National Statistics Centre of the UAE.

Federal Decree stipulated that the Centre will develop modern legislation giving legal framework for statistical work in the country and will specify the competent authority for compiling official statistical data and will define its duties as well as its relations with federal and local institutions, especially the statistics centres of the local governments and the private sector.

The law will also regulate all the components of the statistical process such as statistical data and the use of the statistical information.

Among the major points in the law are:

1) The support to the policy formation and decision making with the aim of achieving sustainable development through the establishment of the National Statistics Centre.

2) Defining the official statistical reference.

3) Defining the competent authority responsible for issuing official statistical figures of the country.

4) Defining the competent authority for building the modern statistical data-base of the country.

5) Defining the competent authority for unifying and applying the international standards in the statistical work.

6) Responding to the requirements of the sustainable development.

7) Provision of integrated statistical figures and indices on the national level.

8) Integration of statistical methodologies in the country.

The law containing 24 articles also defined the Centre’s prerogatives which included recommendation of a strategic plan for the statistical work in coordination with government authorities and local statistics centres, application of international standards in the statistical process, coordination of statistical process across the country for the study, analysis and approval of statistical data, collection of information related to economical, social, demographic, agricultural, environmental and energy sectors, as well their classification, documentation and analysis.

The law also defined other prerogatives of the Centre that included the right to conduct surveys and censuses, preparation and publication of statistical information, unification of the standards used in the statistical process in the country, regulation of the quality of statistical process, representation of the country in the national, regional and international forums, recommendation for making agreements and pacts for international cooperation, provision of training and technical support to government entities, contribution to the process of enhancement of statistical work in the country and dissemination of a statistical culture in the UAE. —
