MoEY spells out regulations for dismissing a student

DUBAI — If a student is absent from school without any valid excuse for five days continuously in one semester, he/she will be dismissed.

The new decision is one of the amendments being introduced by the Ministry of Education and Youth (MoEY) to the Registration and Admission Regulation, which will be sanctioned shortly by the Minister of Education and Youth Dr Ali Abdul Aziz Al Sharhan.

Dismissal of the erring student will be made before the beginning of the end of semester exams.

Children of the UAE citizens who are enrolled from class one to class 9 are exempted from the decision, as education is obligatory at this stage.

According to the former regulation the student will be dismissed if he/she is absent for 20 consecutive days or 25 days but not in consequence.

The principal of the school should make the dismissal due to absence, provided that the student or his parent should be notified before taking the decision.

Notification should be made at least three times, and the notice on dismissal of the student is to be notified to the bodies concern.

Absence is divided into three categories. Absent with excuse, absent without excuse and absent with an unacceptable excuse.

The first (with excuse) is due to illness, for which approved medical certificates and reports should be submitted.

The absence would be accepted if the student was absent for one day or two days running, or seven days but not in consequence during the academic year and upon request of the parents and for reasons which the principal is convinced.

Absence will also be allowed if the student is traveling abroad to accompany one of the parents or the brothers or sisters for more than two days, provided that absence should not exceed two weeks and according to a prior consent of the principal.

The director of the Educational Zone may accept the absence of the student for a period of a month as per reasons he/she is convinced with and after proving his/ her travel abroad.

The student is allowed to absent himself/herself for three days if one of his relatives (next of kin or closely-related to him/her) died, or if he/she is transferred from school to another located outside the city in condition that the absence should not be for two days.

Absence without excuse or with an unaccepted excuse in case the student absents himself/ herself from attending number of periods on different days which equal to one study day. This will be considered as absence for one study day.

The UAE student will be barred from promotion to the higher class at the end of the academic year if he absents himself/herself at classes from first to ninth without an excuse or with an acceptable excuse for five days running or 10 days but in consequence at the one semester.

Most of the amendments were issued in ministerial decrees, and announced earlier.
